18. Yes, one of the Berkeley professors explained it very well on Democracy Now!
He says we have a rule by minority. The two-thirds majority rule enables the Republicans to stifle any meaningful legislation. I believe once we get a politically savvy Democratic Governor, this will change.

14. Yes, they can vote at eighteen, but sometimes vote isn't good enough.
Many of the protests of the sixties started in Berkeley. It has a history of activism.

Returned from vacation in Bermuda with my folks, as I expected some excitement. Had worked for a legal aid office at Cook County Jail and became friendly with Warden and others, so tho office left jail and moved downtown, I was able to work at the jail to assist those in need (like medicines, etc.) and improperly held. My boss actually wandered among the 'throng' in town. I asked if he was concerned for himself, and he said, 'No, I've got the Constitution with me!!!'

otherwise when you are being processed it gets turned of, i check the battery compartment and stick it in a plastic bag with the rest of your stuff. Nothing to exciting...

If they (TPTB) let this pass without a strong response, pretty soon the populace will protest lack of affordable health care, loss of jobs to outsourcing, usurious interest rates on their credit cards, creeping inflation, global climate change, pollution, financial scams by stock brokers, mortgage bankers, and speculators. The populace might even demand that TPTB bring the troops back from Vietn...er Iraq and Afghanistan. Then, goodbye all those war profits and favorable oil deals.

No! This has to be stopped before it gets out of hand.

44. California faces three choices.
(1) Vote to overturn Prop 13 and return to realistic funding of the government.
(2) HOld a new Constitutional Convention for the state. We haven't had one since 1879.
(3) Californian's will moan, groan, and reject anything that might require them to actdually pay realistic taxes for what they want. In which case California becomes another Southern State.

I'm betting on #3. If Republicans have taught us anything, it is the idea that we can get something for nothing.

60. I lived in California when Prop 13 was passed
I saw my property taxes increase 33% in a year in which assessed value increases in my area were almost non-existent. Yes, the 1% increase may be too little but at the time, how county assessors were escalating property taxes was way out of line.

I've seen the same happen here in Arizona since I've moved here. Property values haven't increased to the extent that the taxes have gone up. I lived with a S/O for 5 years. When we first got together, the property taxes were approx. $1,200. 4 years later, those same taxes were over $2,000. Assessed value had changed by approx. $20,000. Now, assessed values have dramatically decreased but did the property taxes decrease? Not at all. I can understand why people are frustrated with the property tax system that is in place in so much of this country.

and this is an extreme example. I had the "honor" of meeting the pig (GOP) that intends to run against Boxer. Granted he still needs to win the primary and the way the republicans are they will elect this radical.

He was actually talking to anybody who'd listen on how we really do not need any taxes. So I got my coffee and asked him... ok fine, you are right, we don't need to pay taxes. So how exactly do you think the state will pay your salary? (He is a state senator and part of the problem)

The others he was talking to had a moment of AHA... so I pressed, where do you think your pay comes? The magical money faerie?

I did not go into schools, or roads or other silly shit like that.

So one person said, "well the Senator said that our gas taxes are no longer there."

"Fine, two years from now when CALTRANS cannot fix the roads don't complaint."

So this idiot, who should know better, those are federal grants.

NO SIR. they also come form State Taxes these defunding is expected to crash Caltrans in 18-24 months. So don't complaint too much when bridges start collapsing. Now 13 needs to go, but we need to be careful on how taxation is done... and why does it need to go? Well one Mr. Warren buffet owns a piece of property in St. Barbara. I do not begrudge Mr. Buffet his wealth by the way, but he pays less taxes than I do... and he also agrees that is a problem.

69. I was just trying to say that I paid the price when....
there was no cap on property taxes. When county assessors could increase your property taxes to whatever they wanted. The 1% annual increase was too small but the people in control of your property taxes at the time felt like they could increase your taxes any amount they felt like even though property values in the area had little or no increase at the time. Something had to be done and the Jarvis-Gann Prop 13 was an answer to those who had seen their taxes skyrocket at rates that had no bearing to assessed valuations.

In hindsight, Prop 13 did much damage to the state, especially at the local level. I believe the voters at the time would have voted for even a 5% annual cap instead of the 1% and the state and counties might not be in such dire conditions today. But at the time, any relief from the 25-50% increases was seen as something good for homeowners throughout the state. At the time of passage, the property my now-ex and I owned was only worth about $25,000 (purchased at $20,000 5 years earlier) and increases of 33% annually in property taxes put a big hurt on our total income at the time.

I believe 13 needs to be revised to a higher cap but I don't think giving free rein to the county assessors is the answer.

5% cap woud be fine, but good luck passing that these days. But even that, we need to devise a far more progressive general taxation system, both at state and federal level and not just property. Why we need to rethink the whole kit and kaboodle.

I used this Senator as an extreme example, because that is what we are fighting right now. That kind of mentality.

67. Actually, single family homes need an exemption under a certain sq. footage but the
huge mansions, vacation and second homes of which there are so many through the state need taxes raised to 5%. It's the only way to save the state.

The majority of localities that had a tax increase on their local ballots voted for the increase in the last election and most other elections.

Californians want their services and consistently vote yes for those services on the local level. It is the minority republicans in the state houses that hold us hostage.

could just spend a little less waging war ALL of the time. Since I was a kid this country has always been fighting someone or preparing to fight, or trying to dominate someplace for profit. I wash the US would get its priorities in better order. Education should top the list IMO. Education IS NOT a luxury item.
