I'm not referring to his countrified accent or the fact it sounds like he has hot baked potatoes in his mouth, but he has the thought processes of a Junior High student. He speaks in vague generalities and can't seem to answer a direct question despite several attempts by Tweety. Then, he says the words "tort reform" and Tweety lights up like a Christmas tree and calls him brilliant as though it were some great magical talisman.
