A question about Senate procedures?
If they are debating the healthcare bill at 1:00 AM in a week or so and there are only 90 Senators on the floor, do they still need 60 votes to invoke closure? Or is it 60% of the Senators that are present? Is there a procedure that requires the entire Senate to be on the floor at the same time the debate is going on?

1. I know they still need 60 votes to invoke cloture no matter how
many Senators are missing. There is no procedure that requires the entire Senate to be on the floor that I ever heard of.

I do know that without the 60 votes, ANY ONE SENATORE can fillabuster and not have cloture. I looked it up some time ago. It only takes ONE!

ONE of the possible big problems I see here is the possibility that a Dem. Senator like Byrd might not be able to be present to vote! A guest on MSNBC last night was talking about this and he said "The Dems better PRAY that nobody getsd sick, hit by a car, or any other malady that could prevent them from appearing on the Senate floor for that vote!"
