8. When I was active duty making a purchase on way to/from work in ACU/BDU was ok.

I never went to bookstore usually it was 7/11, or grocery store but I don't see why you couldn't.

9. You can wear the ACU almost everywhere

although it would be highly discouraged to wear it to a bar or strip club or something like that.

You used to have to wear your Class A or B uniform when flying officially but now can wear your ACUs for that as well.

Nothing improper about using your lunch hour to go buy a book, even an idiotic one.

11. Is that what we used to call fatigues

Fatigues were for on base or on maneuvers only. When in public you were supposed to wear Khakis or Greens. I guess things have changed some.
