1. A Department of Homeland Security..
...was originally a pre-9/11 initiative originating in a commission led by Democratic former senator and presidential candidate Gary Hart.

Post-9/11 the initiative to create the department came from Congressional Democrats, an initiative which the Bush administration originally resisted.

5. Every govt's primary enemy is its own populace

So it clearly isn't a matter of "courage," but of collective institutional will and desire to control.

6. Once a government department is created it can never be uncreated.
There are too many people whose jobs are on the line who will fight tooth and nail against any effort to shut them down.

More and more government money will be channeled into more and more wasteful departments until the whole system comes crashing down of its own weight. Then, and only then, will those departments go away, along with every other government department.

The only other alternative is to privatize them and let them go bankrupt, but that's never going to happen either.

9. Pretty much
If it keeps up like it has been the government will be spending more than all the money that exists, so they will have to do something to keep up the appearance of solvency.
