1. It's all in how you ask the question

Which means it's also all in how well you spin what your plan is and isn't.

There's a recent AP poll that asked if Democrats can't get republican support for their plan... should they compromise or go ahead and pass it without republican support. That was 2-1 in favor of compromise.

There's also no question that whatever they come up with... it must be plausibly spinnable as maintaining a generally private system (also polling 2-1).
