The Senate version of the HCR Bill will either have a Public Option or Not. Given Reid's history, Lieberman's Filibuster threat if there is PO and Sander's Filibuster threat if there is no PO, I full expect Reid to produce a bill with the Snowe Trigger. I expect this form of the bill to pass.

Then what?

How does this bill get ratified with the House bill?

And, do both versions have to be voted on again in both Houses? For the life of me, I can't see either passing anything that comes out of this process.
