"looking forward" has a double meaning here. I think of this bill as similar to the credit card bill---jack up the prices before there are limits on the jack up (IF that happens with this health bill).

I haven't been paying much attention on this one. Where's it at and what does it look like? Comptroller of the Currency has been very effective in dealing with cheating banks. Did you try that?
