Can the HCR Bill be challenged in the House now?

Can the HCR Bill be challenged in the House now?
Someone on Facebook just said to wait awhile to thank Rep. Cao because in order to challenge an issue one has to have voted in favor of it. That means someone voting YEA could challenge and then change their vote (i.e., Cao as a Republican). Ever heard of this?

1. not me.. sounds crazy..
you have a limited period of time to vote on a bill.

even if he did change his vote it would still bave passed.

2. It is customary for the Minority Leader...
...to vote for something he's against, or vice versa, so that he can make a motion to reconsider, which can only come from a (nominal) proponent of whatever motion -- in this case to adopt the bill as amended -- was just passed,

Cao's 'yea' vote is real enough...
