There's an element of Kabuki in these floor votes - while I don't doubt that some of the Blue Dogs voted against because they're douchebags, a decent number of those nays are simply to appease their conservative-leaning districts and they're usually given permission to vote "nay," so long as the bill is bound to pass. If the leadership were down two votes, some of the nays would have flipped.
