Radical idea? Cap profits on insurance companies.
Why not just put a cap on the profits for the insurance companies. It could be a percentage of net revenues. If they go over, the excess goes into a fund to low income people obtain coverage (to help pay for the public option).

make it illegal for an insurance company to profit at all and then cap wages of the CEO and other execs

4. That's actually in the House bill.
If it passes as written, 85% of premiums will have to go toward actually providing health care. This amounts to a cap on profits.

5. Unworkable and it would be seen by many as somewhat un-American
If a company is getting profits they don't deserve by gaming the system than close those loopholes and regulate it more (and introduce a public option to keep them honest).

Single Payer is better than this proposal in several ways.
