Do they do this every off-year, or is just because the media has drummed up a faux potential issue "is this curtains for Obama" to garner ratings?

The local radio station I was listening to this morning (in Oklahoma) was framing it thusly: Will today's elections be a referendum on the Obama administration?

As a guest on Hannity this afternoon, Giuliani echoed similar sentiments, although he was phrasing it as a certainty instead of as a query.

and not just in the US, elections are the #1 news item in most countries because they occur relatively infrequently.
