The governments of Uganda and Rwanda have recently proposed harsh new ‘anti-homosexuality' laws that will impose life sentences, or even death, for ‘acts of homosexuality'.
On 26 October, lesbian, gay, bisexual, transgender and intersex (LGBTI) activists and lawyers from several African countries traveled to Uganda and Rwanda. They are joining with local movements for a ten-day emergency push to stop new laws from being passed. The solidarity mission is being led by the Coalition of African Lesbians, a Mama Cash grantee.
Life-threatening Ugandan and Rwandan ‘anti-homosexuality' bills are now before parliament and may be passed into law at any time. Penalties for ‘committing' homosexual acts will range from seven years imprisonment for attempted acts to life sentences for the actual committing of sexual acts with someone of the same sex. When the ‘offender' is a parent, has been convicted of homosexuality before, or is HIV-positive, the death sentence will be given.
Since even the failure to disclose homosexuality will be seen as a criminal offence, families will be pressured to report loved ones who are alleged homosexuals. The law will also criminalise advocacy for the rights of LGBTI people, making it much more dangerous and difficult for NGOs and citizens organising for LGBTI rights in those countries.
