6. The link is Politico but the actual document if you read it and/or print it

says that it was "Prepared by the Committees on Way&Means, Energy & Commerce, and Education & Labor October 29, 2009."

So it is from the Congress itself. It's not as detailed as I would have hoped. It's a start to understanding, but nowhere near being a really complete summary. I know that one will pop up soon, as even as we speak, trained and disciplined wonks are poring over the 1990 pages.

I feel exactly as you do about Politico.
