Stellar idea, Watson!
Okay, I'm sitting here watching a discussion about bank bonuses and bail-outs, and a thought occurred. What if we imposed a fee on the "bail-out banks" to be in the "Too big to fail" category. We can charge them approximately what they pay in bonuses each year to their executives. Kinda like a "SUPER FDIC". The less they pay out on bonuses, the less they have to pay to have the bail-out protection!
Of course, they will try to find ways around paying it, but I think we have some people who can keep an eye out for their sneaky moves. Plus, we could impose a stiff penalty for attempting to circumvent the fee.

1. Attention:
We are now moving this from the "stellar" to the "marginal" idea column.

Stay tuned.
