6. He does this for a reason

The freepers like to take out crowd permits for thousands of people. The city naturally requires them to get enough portable toilets to handle the crowd they're estimating.

Unfortunately for them, they never seem to get anywhere close to the number of people they estimate. There's a famous photo that shows up on DU of the freepers' Support the War Rally in DC, from the 2003 timeframe. In it there are a couple hundred chairs and maybe--at the outside--twenty people to sit in them.

When all is said and done, you're looking at one freeper per 12 toilets, rather than the 12 persons per toilet the portajohn industry recommends.

... as to the current costs of bandwidth vis-a-vis the site's demands (and the term "colocation" is thrown in there to make this "budget" appear sophisticated since colocation is a subset of internet structures and would not conventionally be a distinct budget element for such a small operation).

Frankly, the entire "budget" is a forensic accountant's dream (or nightmare, depending upon your perspective).
