The ban was in place when junior was appointed by the supremes. Oddly the ban was in place during Kosovo but it didn't resonate because reporters were allowed to write their stories and, if considered at all, may have registered as a grieving family privacy thing. Which it still is. Families have to approve the publicity. Things got enforced so heavy-handedly under Bush 43: everything was baldly political.
