Crapo want's to become king of the Senate. He claims he can have jurisdiction over Appropriations
Max Baucus pointed out that the SFC does not have jurisdiction over appropriations hence is not germane and Crapo challenges. The point is nonsense, the SFC cannot specify funds appropriated from the stimulus package.

Max reiterates the discussion is not germane, asshat Crapo challenges and calls for a vote. It will be defeated on party lines.
