This is more proof that business never does anything right. Prisoners wouldn't have got stimulus checks if the guvmit was still sending them out.

Aside from that, prisoners stimulate the economy too. The commissary carts are owned by independent contractors. If prisoners got some extra money they spent it on that. The commissary guy then spent his extra money and therefore it STIMULATED the economy.
