Is the US government checking the clunker VINs against registration records?

From all the states?

So that we can be sure that the cars aren't just being re-registered in another state?

Of course, they can always be exported to Mexico, etc.

(actually, they should be checking engine block serial numbers)

3. Only the engines are forbidden from resale.
They're worth a fair amount as scrap, but the other car parts are collectively worth much more.

5. The dealers THOROUGHLY check everything out about those cars they buy in this program.
There's far more consciousness going on than you appear to believe.

9. I know that someone is supposed to disable the engine.
It is not clear to me whether the dealer does it, or whether the auction house does it, or whether the scrap dealer does it?

And who verifies that the engine has been disabled?

In Germany, it has been reported that large numbers of clunkers in their program have not been scrapped, but have been exported instead.

7. For the most part,
The vehicles turned in for CFC are common cars and trucks,Ford explorers,F-150's Chevy and Dodge 1/2 and 1 ton trucks,Old Oldsmobiles,Pontiacs,and Chevys. (Impalas for example)

10. another thing
I can go about a mile down the road to the Chrysler dealer and they have about 30 or 40 C for C vehicles that were used in a Bigfoot demonstration last weekend and I'll assure you those vehicles are not going back on the roads. I doubt any of the parts are either as the vehicles pretty scrunched up.
