Some additional info: The contests are monthly. The person who wins the contest is in charge of running the next contest. The theme is up to the person in charge but is typically handled one of two ways: the person in charge announces a theme or solicits suggestions and puts it to a poll. If the latter, the call for suggestions will typically follow very shortly after the end of the last contest (usually within a few days) and the polling will come early in the month. Announced themes have a bit more flexibility for when they are announced. Once the theme is announced, there's at least a week before the submissions thread opens. This gives everyone a chance to shoot some new photos for the theme. Once the submissions thread is open, it's first come, first served for the 30 slots. Make sure you keep an eye out for the submissions thread, as it usually takes around 3 days to fill up. The submissions thread is typically created close to the middle of the month. The date the submission thread will open is typically mentioned when the theme is announced. As mentioned previously, go to the photography forum for updates.
