Could expanding Medicare or adding on to SS (like Medicare was)
be a public option that doesn't need to be put into the reform legislation? Rather could it be done separately, so they can get reform passed by saying they'll drop the public option?

public option in the reform bill might be for it in another?

3. The worry with concilliation is the financing.
Financing is already in place in Medicare/SS - so they could expand Medicare without worrying about having anymore than 51 votes...
