It's outlined in sections 440 and 1904 of the House bill (Page 838), under the heading "home visitation programs for families with young children and families expecting children." The programs (provided via grants to states) would educate parents on child behavior and parenting skills.

The bill says that the government agents, "well-trained and competent staff," would "provide parents with knowledge of age-appropriate child development in cognitive, language, social, emotional, and motor domains ... modeling, consulting, and coaching on parenting practices," and "skills to interact with their child to enhance age-appropriate development."


What Norris left out: "PURPOSE.—The purpose of this section is to improve the well-being, health, and development of children by enabling the establishment and expansion of high quality programs providing VOLUNTARY home visitation for families with young children and families expecting children."

Notice the word VOLUNTARY.

Note it's a voluntary program and will be run by individual states with federal grant money.

8. Why do they cite page numbers?
I thought these things are broken into sections. I read HR3200 over the weekend and couldn't locate a single right-wing reference because their numbering and pages correspond to nothing in the posted bills.

Am I missing something?

...but here:

One government rebuttal is that this program would be "voluntary." Is that right? Does that imply that this agency would just sit back passively until some parent needing parenting skills said, "I don't think I'll call my parents, priest or friends or read a plethora of books, but I'll go down to the local government offices"? To the contrary, the bill points to specific targeted groups and problems, on Page 840: The state "shall identify and prioritize serving communities that are in high need of such services, especially communities with a high proportion of low-income families."


...You call that "reasoning"?

I never said it was great reasoning. It is, however, consistent with the idea of "willing sellers" line of reasoning we see in environmental debates - particularly in the creation of parks, land trusts and preserves. The thinking goes that environmentalists make it impossible for any kind of economy to exist in an area, the predictable result is that the people leave in search of jobs, their land is bought up for the park/preserve making it even harder for someone to make a living and eventually even the crotchety old fart who sits on his porch with a shot-gun screaming "git of my land!" is forced to become a "willing seller" because he has no other choice.

The last pieces of land are bought from "willing sellers" but to say it was entirely a free choice is an over simplification.

The OP call Norris an idiot for ignoring the word "voluntary". While Norris may well be an idiot he certainly did not ignore the word voluntary. Like I said, we don't need to be like them to win. I subscribe to the "understand their fears and address that" line of thinking to winning. People on DU continuously ask how it is that people can vote against their own self-interest. The answer to that is simple, they are afraid in their ignorance. Science tells us that people who are afraid are some of the least likely to receive information,especially information that contradicts a persons already held beliefs. By acknowledging their fear and *why* that fear exists it is often possible to engage in a discussion that educates and removes the source of the fear which is ignorance.

Your mileage may vary but I'll stick to the thinking that when individuals are completely informed they will make entirely rational decisions more times than not.
