We the People of the United States, in Order to form a more perfect Union, establish Justice, ensure domestic Tranquility, provide for the common defence, promote the general Welfare,

I might be wrong but it seems to me that to promote the general Welfare would include healthcare.

Not as a criticism, but in defense of your point I can see healthcare as being supported by the terms “form a more perfect Union” “establish Justice” and even “ensure domestic Tranquility”.
