WASHINGTON, April 10 — A federal panel responsible for conducting election research played down the findings of experts who concluded last year that there was little voter fraud around the nation, according to a review of the original report obtained by The New York Times.

Instead, the panel, the Election Assistance Commission, issued a report that said the pervasiveness of fraud was open to debate.

The revised version echoes complaints made by Republican politicians, who have long suggested that voter fraud is widespread and justifies the voter identification laws that have been passed in at least two dozen states.

Democrats say the threat is overstated and have opposed voter identification laws, which they say disenfranchise the poor, members of minority groups and the elderly, who are less likely to have photo IDs and are more likely to be Democrats.

2. Hm, the EAC is a "bipartisan" commission appointed by the pResident
Four members, no more than two from the same party at one time:

Donetta Davidson (R) - chair, nominated by Bush**. Former CO state sec, appointed by Gov Bill Owens. Her four year term on the commission ends this December.

Rosemary Rodriguez (D) - Senator Ken Salazar sponsored her appointment. She's a former aide to Denver Mayor and DNC candidate Wellington Webb. Will serve until December 12, 2007, filling the remaining term of Ray Martinez, who resigned in August 2006.

Caroline Hunter (R) - served as deputy director of the White House Office of Public Liaison from January to October 2006. From 2005 to 2006, she served as executive officer at the U.S. Department of Homeland Security, Office of Citizenship and Immigration Services Ombudsman. Prior to that, from 2001 to 2005 she was associate counsel and then deputy counsel at the Republican National Committee where she provided guidance on Election Law and the implementation of the Help America Vote Act. Will serve until December 12, 2009.

Gracia Hillman (D) - nominated by Bush**, served as chair of the EAC in 2005. Served as the U.S. Department of State's first Senior Coordinator for International Women's Issues (established by Clinton). Served as Executive Director of the League of Women Voters of the United States, the Congressional Black Caucus Foundation, and the National Coalition on Black Voter Participation. She also held positions as Executive Consultant to the Council on Foundations, and Coordinator of the Voter Law Policy Project for the Joint Center for Political and Economic Studies. Not sure when her term is up.

From the article: "At the time of the report, one of the two Democrats had left for personal reasons and had not yet been replaced, but the final report was unanimously approved by the other commissioners. Gracia Hillman, the Democratic commissioner who voted in favor of releasing the final report, said she did not believe that the editing of the report was politically motivated or overly extensive."

Bipartisan things that make you go "Hmm..."
