Mombasa was part of the state of Zanzibar until 12 December 1963 when it was ceded to be incorporated into the newly independent state of Kenya.

So if anyone was born in August 1963 in Mombasa, they would not have a Kenyan birth certificate.

And would her parents, who she was living with in Hawaii, have allowed such a thing?

For what it's worth, I bet a lot of people got it, but for similar reasons as me (not wanting to let on it was a joke, not wanting to be attacked as a freeper) didn't respond. Mostly the folks who weren't in on it responded, leaving you with the impression you missed the mark. On the contrary, the fact that they fell for it suggests it was well done.
