7. It's two legs.
Firstly, You take the Empire Builder from MSP to Union Station in Chicago, From there, the Capitol Limited goes straight to DC.

However if he's planniong on going in the next day or two, he'll have some difficulty. All the trains to DC for the next few days are sold out, according to Amtrak's website..
