Discouraging automobile usage is a Third Rail of American political life

Has any politician ever said:

"Ya know, one way to reduce greenhouse emissions and dependence on foreign oil would be for people not to drive when they don't have to. Is it really necessary to drive a short distance that would be nearly as easy to walk or bike? Even if it took a few minutes longer?"

Have any studies even been conducted about what impact it would have if people made a conscious effort to only when they really had to?

I used to be disgusted by this but now I'm just amused, since of course the term "Third rail" is a reference to mass transit.

Could any of you smart people here explain why no politician is dumb enough to start a dialogue about these things?

Seems almost self-evident to me.
