Just a little question regarding "deadlines".
Where would civilization be if we didn't have them? How would kids get through school with out them? How would the industries survive without them? Would bills get paid, books get written, meetings even start, let alone end, with out deadlines?

What reason could the Iraqi leaders have to meet a goal if there is no end point in sight and so much secondary gain in the chaos?

I'm just asking...carry on.

1. I know in school I'd never have turned a paper in without
a deadline. My pattern was to read the books, assemble a bunch of quotes and then wait until the night before to sit down and write the sucker, no rough draft ever being produced.

I know without a deadline of a bargain flight home, I'd probably still be in Florida, going through my folks' stuff piece by piece, agonizing over every tchotchke. The dumpster rent would be exorbitant and I'd have lost all opportunity to sell the house.

I know without the deadline of an expired lease, I'd never have gotten off my butt and left a slum apartment in a freakshow neighborhood in favor of a slum apartment in a neighborhood where everybody had a little pride and looked out for each other.

Deadlines are important. They make people think about what needs to be done before they arrive. Never is that more important than when some would be Emperor gets his rocks off on illegal war and refuses to think about long term consequences.
