Simple (and maybe simplistic) Solution To The Iraq Problem

Congress might pass a supplemental providing full funds for the war against Iraq with this provision, none of the funds may be used for transportation of troops to Iraq. Equipment in, no problem; transportation to take troops out of Iraq to any place else, no problem; ammunition and supplies in? No problem, fund it. Just no money for a single troop to go there. If the brass wants to visit they can do it out of the regular DOD budget.

Maybe its too simplistic, but it seems to me that it would do the trick.
