and Rummy hi-jacked parts of the agency and put it under the Pentagon, along with the budget. Bringing down the agency will just force other alphabet agencies to pick up the slack. Perhaps not a bad thing, but I doubt oversight would improve, and would those that gave the orders even be investigated? I don't think this should be either/or, but under pressure I think this government will choose the weakest link to take the fall, and do their damndest to contain the information so as little as possible is released. Hard to know what to advocate for.
