Is there any state in which every single voter precinct does things exactly the same way?

Is there any state in which every single voter precinct does things exactly the same way?

I don't know of any that do not have some differences between precincts. The extreme court mentioned that fact after Bush* v Gore and because of it said their decision could not be used as precedent or it could disrupt every election in every state and cause every single one to be decided in their court room. Coleman wants to use that defense so he can take his case all the way to the Extreme Court. If they accept his case they will open the door for every single election to be contested on the same grounds. I don't think they want to open that can of worms. Do you think separate precincts should be able to make decisions on what type ballets they use or what type of machine, if any they use or should all elections be "federalized" and all have the exact same standards, whatever the federal government says they should be even though there are NO Federal elections. Every election is a state or municipal election even though Federal officers may be elected. Should this be a "State's Rights" issue or should it be a Federal issue?
