Newt says we should ahve nuked 'em, because that's where you get electromagnetic pulse. It's never been developed as a weapon. Labs can produce electromagentic pulse in order to test avionics, however, the required equipment to do such a test is not portable in the least.

So Newt says we should have nuked North Korea before the (unsuccessful) launch.
