TOLATA, Bolivia, March 26.— Dawn broke this morning in this town in the central department of Cochabamba with the expectation of it being declared the first in Bolivia free of illiteracy after the successful education of 700 people.

President Evo Morales plans to raise a white flag here, where in less than one year, its illiterate inhabitants learned how to read and write via the Cuban “I Can Do It” method.

The town is busy preparing to celebrate this event, and will be welcoming national and international figures, as well as representatives of the diplomatic corps in Bolivia.

According to Mayor Alex Machado, the post-literacy period has now begun, and for that, this month the first Center for Mid-level Adult Education (CEMA) is scheduled to open.
