When can filibuster be invoked?
Can a filibuster be used for everything that comes up for a Senate vote?

3. I disagree
The Senate was intended to be the memory of the government. They have the longest terms. It is impossible to have a completely new Senate like it is the House. They are supposed to be the moderating force of the executive and judicial branch. The filibuster is just another component of that. The non-power party always hates it and the minority party loves it. As it should be.

The threat of filibuster is what it really is, I don't know the last time the real thing has been used, they just threaten it now and call it good.

It is obstructionism at it's finest but hey should re-do the rules again and force them to really filibuster, that would stop most of this shit in it's tracks.
