2. $180 Million. What' s scary
is that doesn't really seem like that big of a number these days. I didn't read the whole thing, but the idea of using closed military bases as National Emergency Centers doesn't sound like a bad idea. Training and stages areas as well. At first glance I don't seem to have a problem with it. Might be nice to use these facilities for something other than "spreading freedom".

6. I will read it again, but
what I got from a quick glance was for food, shelter, and medical care in time of disasters and national emergencies. I am assuming this would include natural disasters such as major earthquakes, fires, floods, hurricanes, etc. Though, as I am writing this, the term "internment camp" just came to mind. ***shiver***
