7. I didn't say from perjury.
That's how it's done AFAIK.

They get immunity from prosecution for any crime they admit they committed within the scope of the investigation. That way, there's no reason for the deposed to lie... especially outside of the scope of discovery where perjury is still actionable.

Knowing this, the 'bottom' people who 'acted on orders' are interested in exonerating themselves, so they'll spew everything in search of leniency. After that, with the picture filled in, is where the guys at the top move to Paraguay only to find new extradition orders in place.
