As per CNN, via the NYT

Cites the health of her uncle among the reasons for bowing out of consideration.

15. Steve Israel is a guy I've touted on here for a long time
He was my pick to replace Clinton. The guy can flat-out raise campaign cash and has a solid voting record.

16. MA elects its senators by special election. My guess is that you have to live here to be elegible,
but I am not sure.

Article I Section 3:
"No person shall be a Senator who shall not have attained to the Age of thirty Years, and been nine Years a Citizen of the United States, and who shall not, when elected, be an Inhabitant of that State for which he shall be chosen."

Now, resident is an ill-defined term, and there have been cases of people moving to a state mainly to run for senator - Robert Kennedy, for example, who when elected didn't meet New York's residency requirements to vote for himself.

By my feeble understanding of the law, Caroline Kennedy could decide to change her principal residence to her Massachusetts property and try for senate from there.

I would think that Teddy would want a Kennedy in the Senate to carry on the legacy. I think she just got tired of the attacks and decided she couldn't take the political life.
