He's saying, what happens when these Bush officials travel with their families to other countries? The rest of the world does not perceive these people as tourists, but as war criminals. Let us not suffer the embarrassment of other countries doing what we should do. And that is, convicting these Bush administration officials for the crimes they have committed.
