Just heard a report that the Illinios SoS just said he is being used as a fall guy
by the U.S. Senate. His signature isn't required to seat Burris!

2. He's partially correct, at least about his signature not being constitutionally required
The 17th Amendment to the US Constitution says nothing whatsoever about a governor's signature needing to be attested to by a secretary of state. That extra-constitutional requiremnent arises from Senate rules, which do not have the force of law. That said, Jesse's no more being 'used' than am I; what he IS doing is failing to perform his lawfully mandated duty to affix his signature, something he apparently had NO problem doing as regards the special election to fill Rahm Emmanuel's seat.
