NORFOLK -- The woman known as the Hula Hoop Lady filed a civil lawsuit Tuesday against the City of Norfolk.

Pamela Brown, 49, who is mentally challenged, was shocked three times with a Taser in October. She said she told the officer she couldn’t put her hands behind her back because of her medical condition.

13News' partners at the Virginian Pilot report Brown was initially charged with making excessive noise and assaulting the officer who responded to a noise complaint as she hula hooped on Granby Street near Wards Corner.

7. If some jerk cop tazed my mentally challenged neice,

for making noise on the street corner there would not be any need to file a complaint against the officer. My brothers would beat the jerk so bad they'd end up with a life sentence washing Dick Cheney's armpits and the cop would be relearning how to drool.
