In one account, it said the shoes were used and the laces were tied together. Shoes, thrown over the electrical cords in a neighborhood, usually indicate you can buy drugs there; but this is a lot of shoes, so I'm not really sure this has anything to do with it, unless this was the entire collection for the year on its way to be destroyed.

Yeah, down here (maybe other places, too) shoes on the electrical lines are not a good thing to see in your neighborhood. Every once in a while, the cops go around and have them taken down.
