Burrowing watch: Bush appointed 18 administration officials last Tuesday alone
http://thinkprogress.org/2008/12/07/bush-burrowing/

With only 44 days left in office, President Bush continues to “burrow” people into government positions that will continue long after President-elect Obama is sworn in. “All told, Mr. Bush has made roughly 30 personnel moves since the November election, some in nominations that will require Senate approval, and others in direct appointments that will last well into President-elect Barack Obama’s term and beyond.” The New York Times reports that on Tuesday of last week alone, Bush hired 18 people for administration jobs.

1. Somebody track all the names.
and then we will need an act of congress that allows incoming Presidents to fire federal workers appointed to the Civil Service within 6 months prior to taking office.

3. That will be much easier than trying to fire them..
It pretty much takes an Act of Congress and a blowtorch to get someone fired.

that is how most administrations deal with "ingrained" incompetence protected by civil service.

that and do away with the job, phasing it out.

ETA: After reading the NYT article it is apparent that there are far too many "commissions to study" - that is one of the problems with government today (state/local/federal), too damned many blue ribbon commissions created and too many "consultants" hired to think about how to fix things and little effort put forth to actually fix things.

5. Oh yes, they can be reassigned.
And they regularly are. I've already told a story I heard about how certain Johnson-era holdovers in the Interior Department were transferred by Nixon to a windowless basement with no duties except to show up and sit there.

The Bush Administration, in the wake of 9/11, assigned its Interior Department undesirables to "hole duty" as continuity-of-government members. I have it on good authority that Sharon Blackwell, appointed Deputy Commissioner for Indian Affairs by the Clinton Administration in 2000, was repeatedly drawn for COG duty in some cave in the Appalachians, until she resigned in 2002.

And no, it should not come as a surprise to any of you that the Bush Administration would misuse the national security apparatus for political gain. That's what 9/11 was all about.

But I think for our money we could get something out of them by making them clean the sewers
