2. I don't see it there.
It passed in the Senate then in the House, so maybe it's in the House info.

3. when you do find it and read it, be sure to check out whatever signing statement . . .
the chimp might have attached to it . . . he has this habit of totally altering the intent of Congress with these things, which are very likely illegal but which no one has called him on . . .
