"Joe the Plumber" is just one of his "roll-playing" names when he is hooking. He comes in and says something like, "I understand you need your pipes cleaned?" Jeff/Joe is, after all, a "top"! He wasn't at the rally because he was out turning tricks - hey, a "plumber" has to eat!
