the S&L Crisis and then the Resolution Trust Corporation's gulping down savings and loans and with them the life savings of elderly people and others was a rehearsal for this mega-scandal. It's as if McCain and his friends in the first Bush administration practiced how to steal and then get rich off an economic bail-out back then and now, at the end of the Reagan era they are really cashing in.

That is how scam artists operate. They create a scam, a process that fools people and that they can use repeatedly.
