Is that she doesn't know when to stop talking. She's a Chatty Cathy. Basically, she's a bullshitter. Just as when she was interviewed by Katie Couric, when she obviously had no answers to the questions, she just kept on talking and talking. "Vincible ignorance", if you will. She knows that she does not know but she doesn't think it matters.
And the inappropriate smiling - as if she is just getting ready for the swimsuit competition and wants to make an impression on the judges. There is a disturbing resemblance to George W Bush. She is ignorant is so many ways but is supremely confident in her decisions and her ability to sell the image. The substance is far less important to her than style. Her reliance on cliches and glittering generalities is over-bearing from my viewpoint.
She is a composite of Ronald Reagan and George W Bush. It is a dangerous composition and not to be under-estimated. She is power hungry and does not hesitate to shoot down whomever may stand in her way. There are folks that will continue to buy this snake oil, no matter how many times it makes them sick. And she is a very good snake-oil saleslady...
