Won't any kind of solution to stop foreclosures have to cover ALL mortages?

Won't any kind of solution to stop foreclosures have to cover ALL mortages?
You can't just help people who are on the verge of foreclosure can you? What's to stop me from missing a few payments in order to get help?

I'm just thinking out loud here. I don't know anything about any existing proposals or whether or not anything will actually happen. Just pondering the concept.

1. actually they ARE asking us to loan money to the banks
so THEY can loan us money. To me this is just like the pre invade Iraq now or die tomorow. They bomb us with fear and then fuck us.
