"It's an election year" cannot be used as an excuse
why?

Because it's ALWAYS an "election year".. Perpetual campaigns have been the rule for many years now. A congressional seat can cost MILLIONS...and it never ends when the election is over. I am almost surprised that ANY legislating gets done..

Until we have free TV air time for elections (each party should have its own channel, a la c-span), and a total ban on lobbying & campaign fund raising, we can never have "clean" legislation....or legislators..
