Was there a time when unions and alcohol were simultaneously illegal?

If there was, then I'm wondering about the assessment by senior authorities in US law enforcement agencies of the seriousness of violation of legislation prohibiting anti-competitive practices by Al Capone versus by anybody trying to organize any kind of union. When unions were simply illegal, were there union organizers who were as severely criminal as Capone or was any kind of union organizing activity considered by definition at least as abhorrent as anything Capone did?

2. Al Capone
was prosecuted for anti-competitive practices. He was under police scrutiney for violating the Volstead Act and for failure to pay income taxes.

4. After 1929 there were no other competitors.
They were all dead, in prison, or business partners.

6. No, but infact the case against Capone
was for income tax evasion. The primary witness was the book keeper for the organization. All they had to prove is that he spent the money. If he spent it, then he made it, and had not paid tax on it. It was the easiest way to end Al's career in Chicago.
